                                            [MISC] pyproject: pin the repo's first ruff lint configuration

Ruff was running fully unconfigured against this repository. A
repo-root pyproject.toml now establishes an explicit configuration,
pinning today's implicit rule set so a future ruff upgrade cannot
silently change what is enforced.
