[FIX] l10n_vn_edi_viettel: fetch only the missing S-Invoice files on re-send
Re-sending an invoice already issued to Viettel S-Invoice no longer
fetches the PDF and XML again, so no duplicate attachment or chatter
note appears. A file answer that is empty, lacks the file key or is not
a ZIP archive becomes a clear error on the invoice instead of a
traceback or a silent empty PDF.
